Please for someone who want to enroll for PhD under Agricultural Engineering (Farm power option/agricultural processing) in Malaysia, is that person eligible for Tet fund scholarship?

Yes, that course should be eligible. There are some malaysian universities that are part of the Tetfund scholarship scheme. Study overseas have the tetfund university list. Contact those universities and enquire if you can do a PhD in their university.
